A PM rat (or just sometimes called rat) is a type of person, usually residing on internet forums, that uses the tactic of posting personal messages on open forums in order to attract attention and sympathy, while claiming he did it in order to reveal some supposed true nature of the opponent in the flame he was arguing with.
The term rat for this types of persons, usually trolls, was coined on the Flame Warriors site.
