Pre-emptive war
From Wikinfo
Pre-emptive war is war that is waged in an attempt to prevent other conflicts in the future, rather than in response to a direct attack or provocation. It is at the heart of the Bush Doctrine; the first example was the war in Iraq and current U.S. occupation.
