Wikinfo Email is received by a user only if he has turned on his option to recieve it. If he has opted to recieve email, then, when you send him email from this site, he will recieve it.

Registered users can turn their email on or off, it is one of many Special:Preferences. Go to the user's page by typing it into the search box, preceeded by "User:" and click Go. example: User:username. Another way to get to a user's page is to clicking their name where it appears. Yet another way is to find the user's name you want at Special:Listusers.

Then at their user page and to the left of the main body of their page, below search is the toolbox. One of those selections is E-mail this user. Click that to send an email. However, the user won't receive their email unless they have enable it. You can enable yours from your User page, see Wikinfo:Account settings.
