Organized crime is the use of violence, fraud, and other criminal techniques by an organization in a deliberate systemic way. Organized crime is associated with nearly all strategies and tactics which result in low quality and value.
Ethnically-based organization such as the Mafia are only a part of organized crime. Systemic use of fraud or corruption may be a defining aspect of a wide variety of private or public organization.
In addition to organizations controlled by traditional crime families, individuals, organizations, and labor or government agencies which engage in systemic criminal activity fail to meet the basic criteria required to engage in trade by reasonable or responsible consumers or businesses.
