Following the seizure of power in Russia terror was employed to suppress opposition to Bolshevik rule, see Wikipedia:Red terror. Terror was never intended to be a substitute for democratic rule, but, after decades of patient political work, political support for communist rule had not developed and the regime collapsed despite good faith reform efforts by Mikhail Gorbachev and his colleagues.
